James River Waterview Residential Development - 28± Acres - Jordan Point

James River Waterview Residential Development - 28± Acres - Jordan Point

28± acres of R-1 residential land on Jordan Point Road (Route 156), carved from the former Jordan Point Golf & Country Club and located directly across from Sunset Cove's clubhouse, pool and pickleball courts. An existing tunnel under Jordan Point Road links the two sides, giving a builder resort-style amenities they don't have to build or maintain. R-1 zoning permits single-family homes by right on lots as small as 15,000 SF with public water and sewer, and public water is within about 500 feet. The site sits minutes from the Jordan Point Marina and the James River, with quick access to Route 10, I-295, Hopewell and Fort Lee. Ideal for a single-family or active-adult community.

James River Waterview Residential Development – 28± Acres of R-1 Land Across from Sunset Cove – Jordan Point Road, North Prince George, VA 23860

Dudley Resources is offering 28± acres of by-right single-family land in the Jordan Point corridor of Prince George County, one of the few remaining large residential tracts in the Hopewell – Prince George submarket with an amenity package already built next door. The tract was part of the former Jordan Point Golf & Country Club. The club side, now Sunset Cove, operates a clubhouse, swim club, pickleball courts and an event business, and an existing tunnel under Jordan Point Road connects the two parcels. A builder can deliver a resort-style lifestyle to buyers without spending land, capital or HOA dues on a clubhouse and pool.

    The offering

    • Size: 28± acres, to be created by boundary line adjustment from Tax Parcel 040(02)00-001-0
    • Zoning: R-1 Limited Residential; single-family detached permitted by right
    • Minimum lot: 15,000 SF with public water and sewer; 17,500 SF with one public utility; 20,000 SF on well and septic
    • Water: public water within about 500 ft
    • Sewer: not on site; service by extension to a pump station in the neighboring community
    • Electric: service runs along Jordan Point Rd to Sunset Cove and the Eagle Pl homes
    • Adjacent: Eagle Pl subdivision to the north; Sunset Cove amenities across the road
    • Natural features: the Billy Creek corridor runs through the tract, giving lots wooded, natural backdrops and open space

    Development yield

By right, the site supports an estimated 28–45 single-family lots, driven mainly by sewer. Billy Creek and its associated wetlands and buffer take an estimated 7–9 acres, leaving roughly 19–21 upland acres to plan around. An existing concept plan shows a 30-lot layout.

    • R-1, public water + sewer: 40–45 lots
    • R-1, public water + septic: 30–38 lots
    • R-1, well + septic: 28–33 lots
    • Rezoned R-2 (12,000 SF lots): 50–55 lots
    • Rezoned R-3 (10,000 SF lots): 55–65 lots
    • PUD / active-adult (25-acre minimum; site qualifies): 80–140 units

Rezoning requires Planning Commission and Board of Supervisors approval and is not guaranteed. The creek corridor can count toward the open space a PUD or townhome plan requires, so the land that can't be built on still works for the plan.

    The active-adult angle

The current zoning does not require age restriction, but the site is well suited to it. Buyers 55+ want low-maintenance homes, a social center and nearby healthcare. Here the clubhouse, pool and pickleball already exist across the road, John Randolph Medical Center in Hopewell is a short drive, and the Jordan Point Marina is just up the road.

    Access and traffic

The site fronts Jordan Point Road, which carries both state Routes 156 and 106, so homebuyers get a state-maintained primary road at the entrance without the noise of a commercial corridor. To the south, Jordan Point Road meets Route 10 (James River Drive), a four-lane divided highway into Hopewell, Chesterfield and I-295. To the north, it crosses the James River on the Benjamin Harrison Memorial Bridge into Charles City County and Route 5 toward Richmond and Williamsburg.

Traffic count: VDOT reports the Benjamin Harrison Bridge on Jordan Point Road carries about 7,000 vehicles per day. That is enough drive-by exposure to market a new community from the road while keeping traffic at the entrance manageable. Route 10 is the region's main east–west connector; its busiest section in Chesterfield carries more than 37,000 vehicles per day.

    • Route 10 / Route 106 interchange: 3 min
    • Downtown Hopewell: 10 min
    • I-295: 10 min
    • Fort Lee: 20 min
    • Crosspointe Logistics Center (Jabil): 25 min
    • Petersburg / I-95: 25 min
    • Richmond: 35 min
    • Williamsburg: 60 min

    Area, demand drivers and development

Jobs are arriving faster than new homes in Prince George. The county's three biggest demand drivers are a major Army post, a growing advanced-manufacturing base, and a pharmaceutical cluster next door. Meanwhile permits for new housing fell from 161 in 2022 to 72 in 2024.

    Employers and projects

    • Jabil at Crosspointe Logistics Center: new plant at 8800 Wells Station Rd building power distribution equipment for Siemens; 352 new jobs, opening fall 2026
    • Fort Lee: home of the Army's sustainment training; about 5,150 civilian workers, $2.25 billion annual economic impact and about 23,500 regional jobs supported
    • Pharmaceutical cluster (Phlow, AMPAC, Civica): domestic drug-manufacturing campus in Petersburg, including Civica's $124.5 million plant (186 jobs) and AMPAC's $25 million expansion (156 jobs)
    • Commonwealth Center for Advanced Manufacturing: Prince George-based research center anchoring the Crosspointe cluster, alongside Rolls-Royce

    Population and buyers

    • About 43,900 residents in 2025, up 14.7% over 2015–2025
    • Median household income of $88,225, with a median age of 33.4
    • About 6,100 residents aged 65+, roughly 14% of the county, plus a deep 55+ pool across the Tri-Cities and Chesterfield

Housing market and nearby new construction

    • Prince George's median sale price was $372K in November 2025, up 11.8% year over year.
    • New homes in the county carry a median list price of about $368K.
    • D.R. Horton's Anchor Point (4204 Eagle Dr, Hopewell 23860) is selling single-family homes and townhomes from $304,990, with plans to the $407Ks, and markets a clubhouse, pool and tennis court. A national builder is betting on amenity-driven product in this same submarket.

    Lifestyle

    • Jordan Point Marina, 101 Jordan Point Rd: 95 slips for boats up to 42 ft, with a pool, restaurant, ship store and repair services.
    • The James River plantations, Jamestown and Colonial Williamsburg are a scenic Route 5 or Route 10 drive away, and the mountains are about two hours west.

Why it works for a builder

    1. By-right density. R-1 single-family is permitted today, so a builder can underwrite 30–45 lots without a rezoning fight.
    2. Amenities already built. The clubhouse, pool and pickleball across the road let a builder sell lifestyle without giving up lots or carrying amenity costs.
    3. Upside if rezoned. At 28± acres the site clears the county's 25-acre PUD minimum, opening an active-adult or mixed-product plan.
    4. Undersupplied market. Permits are down while 350+ Jabil jobs and steady Fort Lee demand arrive.

    Due diligence

The items that most affect lot count are:

    • Sewer route, pump station capacity and connection fees, with Prince George County Engineering & Utilities
    • Wetland delineation and Resource Protection Area limits along Billy Creek
    • Future land use designation under the current and draft comprehensive plans
    • Boundary line adjustment creating the 28± acre tract
    • Electric provider and line-extension cost
